City Sewer Billing and Payment Disruptions

The City is transitioning to a new sewer billing system this month after receiving notice that its billing vendor, Fathom, is abruptly going out of business. As of Friday, December 13, 2019, the City's online sewer account portal (U2You) will no longer be available and any automatic payments will be discontinued. While the City's sewer billing schedule will be impacted, residents will still receive bills every other month.

Staff is committed to mitigating disruptions and will provide additional instructions to customers once a long-term solution is in place. Until that time, payments can be made in the following ways:

  • By Mail - Check payments (with full account numbers written in the memo portion) may be mailed to: CITY OF EL CAJON, PO BOX 51943, Los Angeles, CA 90051-6243
  • At City Hall - Payments can be made at City Hall at 200 Civic Center Way, El Cajon, CA 92020. Cash, check, and credit card (Visa and Master Card) are accepted.
  • Online - After a short delay for implementation, one-time credit card payments will be able to be made at the City's website at
