TYPE OF INCIDENT: Minor Decoy Operation



RESUME OF INCIDENT: City of El Cajon – On January 13th, 2020, officers from the El Cajon Police Department conducted a minor decoy operation, targeting store clerks who sell alcohol to minors. Under the supervision of officers, the minor decoy attempted to purchase alcohol at a total of (17) off-sale retail locations.

The minor decoy (under 21 years of age) was able to purchase alcoholic at (1) location. The clerk who conducted the sales transaction was issued a citation and released at the scene. The remaining (16) stores visited during this operation successfully identified the minor and refused to sell alcohol to the underage decoy.

In 1994, the California Supreme Court ruled unanimously that use of underage decoys is a valid tool of law enforcement to ensure that licensees are complying with the law. The El Cajon Police Department will be conducting additional similar details throughout 2020. The details are intended to enforce laws, educate the public and reduce the number of alcohol related incidents.
