Sewer Billing and Payment Disruptions

The City of El Cajon is transitioning to a new sewer billing system this month. The City is required to do so after receiving news that its current billing vendor (Fathom) is abruptly going out of business. During the transition, disruptions to the City’s online sewer payment feature are expected, as well as possible delays in sewer billing.  

As of Friday, December 13, 2019, the City’s online sewer account portal (U2YOU) will no longer be available for sewer payments. Unfortunately, previously established automatic payments will also be discontinued. The City’s sewer billing schedule will be impacted; however, residents will still receive bills every other month. 

“During this transition, there will not be any late payment penalties or interest charged to our customers,” stated the City’s Director of Public Works, Dirk Epperson.  “Staff is working very hard to limit disruptions during this period and we appreciate everyone’s understanding. It will take time to find a long-term solution that will provide the best service for our customers.” 

The City will provide additional instructions to its customers once a long-term solution is in place. Until that time, payments may be made in the following ways: 

  • Mail check payments (with full account numbers written in the memo portion) to: CITY OF EL CAJON, PO BOX 51943, Los Angeles, CA 90051-6243
  • City Hall – Cash, check, and credit card (Visa and Mastercard) payments can be made, in person, at City Hall located at 200 Civic Center Way, El Cajon, CA 92020. 
  • Online – Coming soon! After a short delay for implementation, one-time credit card payments may be made on the City’s website at
