Sewer Billing change starting July 1st, 2020
Beginning July 1st, 2020, the City of El Cajon will begin invoicing many customers for sewer service on the property tax bill sent by the County of San Diego, rather than invoicing bi-monthly as previously done.
All references to HOA, are in reference to any entity, where we have reason to believe there are multiple owners on one or more meters. This includes, but is not limited to HOA, condo association, business association, mobile home park, or a single family home on a joint meter.

In December 2019, the City’s sewer billing company abruptly went out of business. This caused the City to begin exploring alternate options. In March 2020, the City issued a bid for contracted services. The contracted services option, as well as the option to bill in-house, were considered and presented to City Council on May 12, 2020. These options would have increased sewer rates above the approved rates. City Council approved the property tax option, which allowed them to reduce the approved rate by 2%.
Single Annual Invoice
For this first calculation, there is not sufficient data available to appropriately split the sewer charges per individual condo owner within the property. Therefore, instead of putting sewer billing on the tax roll for this first year a majority of all HOA’s, mobile home parks, and condominiums will receive a single annual invoice. Generally, this invoice will be generated and mailed September 2020, with 2 pay-by dates of November 2020 and April 2021, paralleling the due dates set by the County property tax bill.
The City needs updated HOA account information, including HOA contact information, whether or not individual dwelling units are separately metered for water, the number of units, and each unit’s size. To this end, the City requests that each HOA completes the questionnaire below. This form will assist with faster communication from HOA customers to the City, from the City to customers, and will allow the City to decide the most appropriate billing method for future invoices.
A notification has been mailed listing the amount that will be invoiced to the HOA in September 2020, with 2 pay-by dates for the for the 12-month billing period from 7/1/2020 to 6/30/2021.
Please note, if the HOA completes the survey and the City has ample time to make changes to the bill on the tax roll, prior to the County’s deadline, the changes will be made. If the deadline is not met, the changes will be effective for next year’s tax roll. Be advised, this is not a new bill, it is a new way of paying the same bill. Total charges will be divided equally between the first and second installment of property taxes.
Please plan accordingly, as this is a change from our current bi-monthly billing process. All bills for service prior to June 30, 2020, still need to be paid to the City of El Cajon
A line item on notifications will be shown for prorated FY 2019-20 bills. This bill amount was not collected due to the timing of your billing cycle not ending exactly on 6/30/2020. The remaining amount will be prorated and added to the property tax bill.
