Sewer Billing moves to Property Tax Invoicing July 1, 2020
Beginning July 1st, 2020, the City of El Cajon will begin invoicing for sewer service on the property tax bill sent by the County of San Diego. Notification is being sent to property owners and will serve as notice that the sewer bill charges will be invoiced on your property tax bill rather than bi-monthly, as previously done.
In December 2019, the City’s sewer billing company abruptly went out of business. This caused the City to begin exploring alternate options. In March 2020, the City issued a bid for contracted services. The contracted services option, as well as the option to bill utilizing in-house staff, were considered and presented to City Council on May 12, 2020. These options would have increased sewer rates above the approved rates. City Council approved the property tax option, which allowed them to reduce the approved rate by 2%.
The amount due for sewer services charges, for the 12-month billing period from 7/1/2020 to 6/30/2021, will be placed on and paid with your 2020-2021 property tax bill from the County of San Diego. Your property tax bill will be mailed to you in September. The first installment will be due in November and the second installment will be due in February.
This is not a new bill, it is a new way of paying the same bill. Your property tax is not increasing, the City is using the property tax invoice to bill sewer charges. Please plan accordingly, as this is a change from our current bi-monthly billing process.
A Public Hearing will be held on July 14, 2020 at 3:00 PM at the City Council Chamber at 200 Civic Center Drive, El Cajon, CA 92020, to adopt a report that lists sewer billing charges to be sent to the San Diego County Tax Assessor for inclusion in the annual property tax invoices.
The amounts provided via mailed notifications, are annual amounts that will be included on the property tax bill for your parcel. Total charges will be divided equally between the first and second installment of property taxes.
The sewer charges are calculated as follows:
Fixed Winter Average accounts:
Annual Sewer Charge = ((FWA x Consumption Charge) + (2 x Monthly Base Charge)) x 6
Fixed Winter Average (FWA) = the average of the water usage from November through March.
Although most single-family residences are billed on an FWA, there are accounts that are billed on consumption.
Consumption-based accounts, including commercial and multi-family accounts:
Annual Sewer Charge =
(Total Consumption x Consumption Charge) + (12 x Monthly Base Charge)
Total Consumption = all water usage from April 2019 through March 2020.
Bills for service prior to June 30, 2020
All bills for service prior to June 30, 2020, still need to be paid to the City of El Cajon. A line item on notifications will be shown for prorated FY 2019-20 bills. This bill amount was not collected due to the timing of your billing cycle not ending exactly on 6/30/2020. The remaining amount will be prorated and added to the property tax bill.
Landlords who require their tenants to pay the sewer separately will need to have a conversation with their tenants to have the amount paid directly to the landlord.
