Sewer Billing moves to Property Tax Invoicing July 1, 2020 

Beginning July 1st, 2020, the City of El Cajon will begin invoicing for sewer service on the property tax bill sent by the County of San Diego. Notification is being sent to renters and will serve as notice that the sewer bill charges will be invoiced on the property tax bill rather than bi-monthly, as previously done. 

The amount due for sewer services charges, for the 12-month billing period from 7/1/2020 to 6/30/2021 will be placed on the property owner’s 2020-2021 property tax bill from the County of San Diego. This method of sewer bill collection is a new way of paying the same bill. Please plan accordingly as this is a change from our current bi-monthly billing process.

Beginning July 1, 2020, you will pay the landlord instead of paying the City for sewer charges.

You will need to contact your landlord to determine how you will pay your sewer bill moving forward. 

The sewer charges are calculated as follows: 

Fixed Winter Average accounts:

Annual Sewer Charge = ((FWA x Consumption Charge) + (2 x Monthly Base Charge)) x 6 

Fixed Winter Average (FWA) = the average of the water usage from November through March. 

Although most single-family residences are billed on an FWA, there are accounts that are billed on consumption.

Consumption-based accounts, including commercial and multi-family accounts:

Annual Sewer Charge = (Total Consumption x Consumption Charge) + (12 x Monthly Base Charge) 

Total Consumption = all water usage from April 2019 through March 2020. 

Bills for service prior to June 30, 2020

All bills for service prior to June 30, 2020, still need to be paid to the City of El Cajon. A line item on notifications will be shown for prorated FY 2019-20 bills. This bill amount was not collected due to the timing of your billing cycle not ending exactly on 6/30/2020. The remaining amount will be prorated and added to the property tax bill.
